Principals

Gerardo A. Licon, P.E.

Gerry LiconGerardo (Gerry) A. Licon holds Bachelor and Master of Science degrees in Civil Engineering from the University of Texas at El Paso, 1986. He is a licensed Professional Engineer in the State of Texas. He was selected Young Engineer of the Year by the El Paso Texas Chapter of the Texas Society of Professional Engineers (TSPE) in 1996 and was subsequently selected as the Young Engineer of the Year for the State of Texas by TSPE in 1997.

Mr. Licón has extensive experience in every area of construction engineering and project management for a variety of projects ranging from small residential developments to large transportation projects.

Throughout his engineering career spanning 30 years, he has been lead engineer and project manager in over 5,000 projects in southern United States and México. His project experience includes successfully completed projects for various public and private organizations in the United States and overseas.

Some of the organizations for which Mr. Licón has provided the above services include the United States General Services Administration, Army Corps of Engineers, Marine Corps, Departments of Homeland Security, Labor, Justice, Housing and Urban Development, and Transportation, among others. He has also successfully completed projects for various State, County, and Municipal government agencies. He has managed the design and construction of over 9 million square feet of privately financed construction projects for large corporations such as General Motors, Ford Motor Co., General Electric, Phillips Consumer Electronics, and Wal-Mart Stores, Inc. in the United States and Latin America.

Mr. Licón has also completed numerous forensic engineering studies for public and private facilities, and has served as an expert witness on construction litigation cases.

He is a guest lecturer in the Civil Engineering Department of The University of Texas at El Paso, teaching courses related to field investigations and advanced foundation design.

Mr. Licon is past board member of the Housing Authority of the City of El Paso, City of El Paso 2000 Plan for El Paso Committee, Building Board of Appeals, and Flood Damage Prevention Board of Appeals; past local and state board member of the American Society of Civil Engineers, Texas Society of Professional Engineers, Texas Council of Engineering Companies, and Structural Engineers Association of Texas. He is also a past Executive Committee member of the Greater El Paso Chamber of Commerce, Chairman of Leadership El Paso Class 23, Trustee of the El Paso Symphony Orchestra, Advisory Council member of United Blood Services, Founding Board member of the UTEP Alumni Academy of Civil Engineers, and the UTEP Miner Foundation, UTEP’s College of Engineering Advisory Board, and UTEP’s Alumni Association Board. He currently serves as President of the El Paso 8(a) and Government and Contractors’ Association, the El Paso Hispanic Chamber of Commerce, and is a Commissioner of the Building and Standards Commission of the City of El Paso, Texas.

Margarita A. Licon, M.S.C.E

Margarita Licon

Ms. Licon has bachelor’s and master’s degrees in Civil Engineering from the University of Texas at El Paso. She has extensive experience in every area of environmental engineering and regulatory compliance. Her career has included tenures at the Texas Department of Transportation, the City of El Paso and the International Boundary and Water Commission. Ms. Licon is a member of the American Society of Civil Engineers and the Texas Society of Professional Engineers.

Margarita Licón was born in Brownsville, TX and raised just across the border in H. Matamoros, Tamaulipas, Mexico. As a child, she enjoyed spending time with her 3 brothers and 2 sisters. After graduating high school, Margarita packed up and headed west to attend the University of Texas El Paso. While she was pursuing her degree in Civil Engineering, she met and married her husband Gerardo A. Licón. She and her husband Gerardo have three children, 19 year old daughter Marcela, 15 year old son Gerry Jr. and 13 year old Bianca.

Her engineering career started with the City of El Paso Engineering Department as a Design and Construction Engineer. Ms. Licón conducted structural distress studies on residential buildings referred by residents in the City of El Paso. She also conducted construction inspections for the Central Business District improvements program. Her
last year with the City, she worked in the Design Section of the Engineering Department. Ms. Licón prepared plans and specifications for several library buildings, and street and drainage improvement projects

After five years with the city, she moved on to work with the United States Section of the International Boundary and Water Commission (IBWC). Here, Ms. Licón expanded her project management skills into large-scale public works projects. She worked on the Americas Dam and International Dam systems. She was also responsible for the management and accounting of the water distribution along the Rio Grande corridor, from Elephant Butte in New Mexico to the Amistad Dam near Del Rio, Texas.

During her employment with both the City and IBWC, she headed back to school to start working on her masters. Ten years later, Ms. Licón earned her Master of Science in Civil Engineering. She also gave birth to her last two children, Gerardo Jr. and Bianca.

She then started Licon Industries. Ms. Licón was the construction engineer for the corporation. She designed and oversaw the construction of several single dwelling residential projects. As the construction and project engineer, her duties included everything from finding financing for the projects to the purchasing of all construction material.

In 2002, she incorporated Licon Engineering Company, Inc. As the sole owner of this corporation, Ms. Licón is the first Woman Engineer to own and manage an engineering company of its kind in El Paso. Ms. Licón looks forward to a bright future. Her business continues to grow and she eventually wants it to be a national company. She wants to be competitive with the design build firms in the country.

Ms. Licón is also very involved with the local community. She is a past board member of the El Paso Hispanic Chamber of Commerce. She and her younger daughter assisted the Civil Engineering Department at UTEP in a marketing campaign promoting civil engineering among women. Ms. Licón is also a member of the El Paso Hispanic Chamber of Commerce HUB advisory council and is a member of the UTEP Alumni Association, the American Society of Civil Engineers, and a board member of the Texas Society of Professional Engineers. She’s also served as a past board member for the Magoffin House. Ms. Licón is a very active member at her church, Abundant Living Faith Center. She and her husband, Gerry, are teachers and leaders in the marriage ministry. They offer marriage counseling and she and her husband teach the weekly Spanish bible study.
